USA proposed rule notice: New phthalates requirements under CPSIA

A proposed rule, Prohibition of Children's Toys and Child Care Articles Containing Specified Phthalates, was published on Federal Register Notice on Dec. 30th, 2014.
In this propose rule, Consumer Product Safety Commission (CPSC) replies to the CHAP's recommends to amend CPSIA Section 108. The main charges are showed as follows:
1.Eliminate current interim ban on DNOP and DIDP;
2.Add DIBP, DPENP, DHEXP and DCHP four new phthalates requirements.
But CPSC rejects DIOP interim ban early recommended by CHAP. More details about phthalates requirements under CPSIA after amending please refer to Tab l.
This proposed rule has a comment period that ends on March 16th, 2015. The amendment will take effect on 180 days after the final rule promulgated on Federal Register.
