On May 28, 2026, the Ministry of Industry and Information Technology released Announcement No. 11 of 2026, officially promulgating the Compliance Management Catalog for Restricted Use of Hazardous Substances in Electrical and Electronic Products (2026 Edition) and the Exception List (2026 Edition). The 2018 editions of the Catalog and Exception List are simultaneously repealed, marking a comprehensive expansion and upgrade of China RoHS compliance requirements!
Key Update 1: Significant Expansion of Controlled Products
The new Catalog optimizes and integrates the original 12 product categories into 10, while adding 23 entirely new categories:
(1)Retained & Optimized 10 Categories: Refrigerators, air conditioners, washing machines, electric water heaters, televisions, monitors, micro-computers, mobile phones, telephones, and printer/copier/scanner all-in-ones.
(2)Newly Added 23 Categories (Effective Aug 1, 2027): Microwave ovens, rice cookers, electric ovens, dishwashers, water dispensers, gas water heaters, air purifiers, vacuum cleaners, robot vacuums, industrial washing equipment, smartwatches/bands, Bluetooth headsets, smart speakers, electronic smart locks, power banks (portable chargers), projectors, servers, switches/routers and other network communication equipment, desk lamps for reading/writing, electric toys, electronic sphygmomanometers (blood pressure monitors), blood glucose meters, and hearing aids.
Key Update 2: Restricted Substances Increased to 10
According to the national standard GB 26572-2025, products in the Catalog must restrict the content of the following 10 substances:
(1)4 Heavy Metals: Lead (Pb), Mercury (Hg), Cadmium (Cd), Hexavalent Chromium (Cr6+)
(2)2 Brominated Flame Retardants: Polybrominated Biphenyls (PBBs), Polybrominated Diphenyl Ethers (PBDEs)
(3)4 Phthalates (Newly Added ): DEHP, BBP, DBP, DIBP
Key Update 3: Exception List Aligned with International Standards
The new Exception List incorporates international environmental conventions and exemption experiences, revising and forming a total of 56 exception clauses across 5 major categories, providing a compliance exemption pathway for specific applications.
Official Compliance Assessment Requirements
All products listed in the Catalog must complete conformity assessment through one of the following methods, and the results must be mandatorily uploaded to the China RoHS Public Service Platform:
(1)Self-Declaration: Relying on CMA/CNAS compliance test reports, the enterprise compiles technical documents such as BOM lists, material descriptions, and risk assessment reports, issues an official self-declaration, and independently uploads it to the platform.
(2)National Voluntary Certification: Applying to a qualified certification body, the enterprise obtains a National RoHS Certificate through product testing and technical audits (factory inspection if necessary), with the body assisting in the platform filing.
