Article 21 of the "Law of the People's Republic of China on the Prevention and Control of Soil Pollution" (implemented on January 1, 2019) clearly stipulates that key supervision units for soil pollution shall fulfill the obligation of "establishing a soil pollution hidden danger investigation system to ensure the continuous and effective prevention of toxic and harmful substances from seeping, flowing, and dispersing." Through soil pollution hidden danger investigation, key supervision units for soil pollution can promptly detect soil pollution hidden dangers or pollution, take measures to eliminate them as early as possible, control risks, prevent pollution or the spread and aggravation of pollution, and reduce the cost of later risk control or remediation.

Soil pollution hidden dangers refer to the risk of toxic and harmful substances seeping, flowing, and dispersing from a specific location or facility of a key supervision unit, which may cause soil pollution.
