On April 2, 2025, European committee for standardization (CEN) issued a new version of the safety standard EN 12586:2025 for children's soother holder, which replaced the old version EN 12586:2007+A1:2011. This European standard shall be given the status of a national standard by publishing the same text or approval before October 2025, and the conflicting national standards shall be invalidated before April 2026 at the latest.
Compared with EN 12586:2007+A1:2011, EN 12586:2025 contains the following major changes:
1. Update the structure and chapters of the whole standard, divide the original "Section 5 Requirements" and "Section 6 Test methods" into two chapters: "Section 6 Mechanical requirements and test methods" and "Section 7 Chemical requirements and test methods", and add a new chapter "Section 5 Test equipment and tolerances";
2. Make clear the age range of the standard applicable products, which are suitable for soother holder products used by children from birth to 36 months old;
3. Section 6.1 General requirements, adding requirements for magnetic components, clearly not allowing the use of button and coin batteries;
4. Section 6.2 Length, the total length of the newly added pacifier chain shall not exceed the requirement of 300mm;
5. Section 6.3 Connecting device width/thickness, add the width requirement of chain and update the rope thickness requirement;
6. Section 6.5.1 Finger traps, update the test equipment to stainless steel balls;
7. Section 6.6 Ventilation holes, which specifies that any permanently connected component (such as beads) is not an auxiliary component, but only a part of the connecting device, and cannot completely cover the range of 25 mm diameter, so there is no need for Ventilation holes;
8. Add Section 6.8 Suffocation hazard by packaging;
9. Chemical requirements include adding control materials (Silicone elastomer, rubber, TPE, leather, resin-bonded materials);
10. Delete the chemical requirements of "phthalate" and "nickel", and test related substances according to the EU REACH regulations;
11. Section 7.3 Certain elements, the migration of specific elements was updated from 8 to 19;
12. Section 7.4 Colour fastness, updated test method, applicable to colored or printed parts;
13. Section 7.7 Formaldehyde, the updated requirement is that the formaldehyde migration of the whole soother holder shall not exceed 0.75 mg per liter;
14. Section 7.8 Monomers, delete the requirement of formaldehyde monomer test, and reduce the migration limit of bisphenol A and phenol;
15. Add Section 7.10 Leather preservatives, which is applicable to leather materials;
16. Add Section 7.11 Release of N-nitrosamines and N-nitrosatable substances, which is applicable to Silicone elastomer, rubber and thermoplastic elastomer (TPE) materials;
17. Add Section 7.12 Solvent migration, which is applicable to decorations, coatings and resin-bonded materials;
18. Section 8 Consumer Packaging, updating consumer packaging requirements;
19. Section 9 Product information, update product information requirements.

The EU standards for soother holder are updated, and this change will have an extremely important impact on the relevant industries. Here, it is recommended that enterprises conduct in-depth study on the requirements of the new standard as soon as possible, and rationally adjust and optimize the materials used and the design of the product according to the new standard.
