On September 15, 2025, the World Trade Organization (WTO) issued G/TBT/N/EU/1154, which contained the following content: The European Commission proposed to amend the Appendix XVII of the REACH Regulation (EC) No 1907/2006, and intended to add a restriction clause for 2,4-dinitrotoluene.
The draft notification initiates a 60-day public consultation (until November 14, 2025), and it is proposed to be officially adopted in the fourth quarter of 2025. It will come into effect 20 days after its publication in the Official Journal of the European Union.
The proposed additional restrictions for 2,4-dinitrotoluene are as follows:

According to the EU regulation (EC) 1272/2008, 2,4-dinitrotoluene (2,4-DNT) is classified as a Group 1B carcinogen.2,4-DNT meets the criteria for a substance of very high concern (SVHC) as defined by the REACH regulations and has been included in Appendix XIV of the regulations.This substance exhibits multi-pathway acute toxicity (through ingestion, skin contact, and inhalation), and is classified as a suspected carcinogen, a mutagenic substance for germ cells, and a reproductive toxicant. Long-term exposure can cause organ damage, and it also has extremely high toxicity and long-term effects on the aquatic environment.
2,4-DNT is present in electronic devices, ceramic products, vehicles and other items. During the consultation process of the REACH Appendix XVII restriction proposal, its specific applications in seat belt pretensioners and ammunition were confirmed. When it is used as a plasticizer in plastic products or an additive in plastic materials, there is a high exposure risk due to its easy migration property.
