On June 18, 2025, the European Chemicals Agency (ECHA) launched a public consultation on adding the new substance, bis(2-ethylhexyl) tetrabromophthalate (TBPH) (covering any of the individual isomers and/or combinations thereof), to Annex A of the Stockholm Convention on Persistent Organic Pollutants (POPs). The deadline for public consultation is August 13, 2025. If the comments are approved, the EU will submit this proposal to the POPs Review Committee.

Introduction to TBPH:
Bis(2-ethylhexyl) tetrabromophthalate (TBPH) is a brominated aromatic substance primarily used as a nonreactive flame-retardant additive. TBPH consists of three stereoisomers: two enantiomers (R,R and S,S) and the meso isomer (R,S). TBPH shares similar structural characteristics (e.g., aromatic rings, bromination) with polybrominated diphenyl ethers (PBDEs). Some PBDEs have been phased out worldwide as Persistent Organic Pollutants (POPs) under the Stockholm Convention due to their persistence, bioaccumulation and toxicity. These structural similarities brought up concerns that TPBH may behave similarly to PBDEs in the environment. While there are no known natural sources of TBPH, it has been detected in all compartments of the environment including air, surface water, sediment (mostly in urban areas), biota (including wildlife) and humans.
