New York and Massachusetts have adopted measures to control the children’s jewelry that imported recently.
The New York Senate has passed S. 3947 to introduce ASTM F2923-11 into mandatory in this state. This is the second state planning to mandatorily implement ASTM F2923 after step of Rhode Island. ASTM F2923, the Standard Specification for Consumer Product Safety for Children’s Jewelry, is an ASTM International consensus document developed by a subcommittee composed of consumer groups, testing labs, CPSC, and industry stakeholders. The requirements on chemical items and mechanical hazards are set forth. Chemical elements include lead, cadmium, soluble metals, nickel release and filled liquids, and certain mechanical hazards refer to using and abusing, hazardous magnets, batteries and suction tongue studs.
Massachusetts has drafted Bill S. 990 recently, regulated cadmium in children’s jewelry to 75ppm soluble (as per ASTM F963) and cadmium in surface coatings of children’s dishes to 0.25µg per ml (as per ASTM F783-94).
The bill will come into effective on Dec. 31, 2013 with the signature of its governor and the bill is not applied to the products and toys that restricted in CPSIA (2008).
