Recently, a hazard analysis report on phthalates and phthalate alternatives used in toys and children's care articles was passed to the U.S. Consumer Product Safety Commission by the Chronic Hazard Advisory Panel (CHAP). In this report, CHAP recommends:

1.For the permanent ban on the use of DBP, BBP, DEHP in children's toys and child care articles under CPSIA, no further action is needed.

2.For the current interim ban on the use of DNOP, DIDP and DINP in children's toys and child care articles under CPSIA, ban on DNOP and DIDP shall be lifted, but ban on DINP shall be made permanent.

3.Permanent ban on 4 phthalates and interim ban one 1 phthalate shall be made. More details are showed in Tab 1.

Type of Ban
Limits(mg/kg)
Risk
1
DIBP
84-69-5
permanent ban
1000
Toxicological profile of DIBP is very similar to DBP, meanwhile, DIBP exposure contributes to the cumulative risk from other antiandrogenic phthalates.
2
DPENP
131-18-0
permanent ban
1000
Toxicological profile of DPENP is very similar to other antiandrogenic phthalates.
3
DHEXP
84-75-3
permanent ban
1000
The toxicological profile of DHEXP is very similar to the other antiandrogenic phthalates, meanwhile,DHEXP exposure contributes to the cumulative risk.
4
DCHP
84-61-7
permanent ban
1000
The toxicological profile of DCHP is very similar to the other antiandrogenic phthalates, meanwhile, DCHP exposure contributes to the cumulative risk.
5
DIOP
27554-26-3
interim ban
1000
Currently, there is a lack of exposure data for DIOP. But structure-activity relationships suggest that antiandrogenic effects are possible.
